The City of Johannesburg said an explosion of a transformer sparked a fire, in New Doornfontein, on Monday morning.
The fire led to a partial collapse of the building.
Dr Mgcini Tshwaku, MMC of Public Safety in Joburg, said three people were injured and transported to hospital by Emergency Services (EMS).
The fire was fully contained.
