The second week of COP30 is well underway, as Ministers from around the world landed in Belém, Brazil, for high-level engagements.

Closer to home, the Development Bank of Southern Africa (DBSA), joined ICLEI Africa, SALGA and the UK PACT,  for ways of strengthening municipal capabilities for South Africa’s just energy transition and climate action.

Olympus Manthata, Head of Climate, Environment and Finance at the DBSA, said municipalities are at the frontline of delivery. 

“Their ability to structure and implement bankable projects is essential to accelerating a climate-resilient and low-carbon transition” he said.

Manthata also said multi-level cooperation, targeted capability support and innovative financing models are vital to move from ambition to real results.

DBSA said the session marked the launch of the Financing and Ownership Models for Municipal Embedded Generation report, developed through the partnership between ICLEI Africa, the DBSA and UK PACT. 

This report, subsequent to a panel discussion, was drafted, to provide municipalities with practical steps of preparing embedded generation projects and navigating viable project structures.

The panelists were Christelle Beyers, Senior Technical Advisor, Presidential Climate Commission, Mkhutazi Steleki, DFFE, Mthobeli Kolisa, Chief Officer: Infrastructure Delivery, Spatial Transformation and Sustainability, SALGA and Moderator: Dr Kate Strachan, ICLEI Africa.
