Typhoon Tino hit the central Philippines, at level 4, on Tuesday.
Local authorities in one of the most affected areas, the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), said over 20 people died and thousands were evacuated, as rivers overflowed and hundreds of homes utterly destroyed in Barangay San Isidro, Talisay City.
The Mananga River overflowed.
About 14 families including a 3-month old, are among those seeking shelter, after a canal submerged their home.
