The Pan-African Parliament‘s (PAP) electricity supply was disconnected by City Power, on Monday.
Isaac Mangena, General Manager of the Department of Public Relations and Communication, said it is owed over R37.2 million by the facility.
“The account currently has R37,227,157.06 in arrears. The most recent payment received was R50,000 on 14 September 2026. Despite this payment, the account remains substantially in arrears. This is not the first time the City has had to take action against the premises over outstanding municipal debt. In September 2024, City Power disconnected the building as part of a disconnection operation involving customers with a combined outstanding debt of approximately R28 million.”
The Pan-African Parliament occupies the premises, while the South African government is responsible for the arrangements relating to the accommodation of the institution.
City Power also said public records indicate that the Department of Public Works was once responsible for rental payments relating to accommodation leased for PAP.
