A man was found trapped inside a mini substation at the corner of Turtlehurt Street and Helpmekaar Road, in Roodepoort.
He was spotted by a private security service, on Saturday morning.
City Power said it suspects he was attempting to vandalise infrastructure, but was entrapped instead.
He was safely removed on Saturday and arrested.
Police said they are on track to apprehend additional suspects linked to this incidents.
City Power also said his rescue was complex and resulted in additional damage to the infrastructure.
As a result, electricity supply in parts of Fleurhof was temporarily switched off.
City Power’s Isaac Mangena, said “this is the third mini substation to be vandalised in Fleurhof in April alone.
In total, 16 mini substations were vandalised across Roodepoort since the start of the year, at a cost of between R700,000 and R800,000 per unit, excluding labour, highlighting the scale of the crisis facing this Service.”
