About 142 suspects were arrested in Mangaung for looting, public violence, and damage to property, on Monday.
This follows a shutdown by locals against foreign nationals.
Public transport was affected, with taxis joining the shutdown.
Interstate Bus Lines (IBL) said buses would not operate in Botshabelo on Tuesday.
Some Government departments were also closed, including Labour.
Themba Vryman, Spokesperson of the Mangaung Metro, said of concern, is the disruption of schools, municipal operations and economic activity.
“The interruption of education comprises the future of our children, while attacks in businesses and infrastructure, ultimately harm the very communities from which these actions emerge.”
Incidents of looting began on Sunday evening at Maditlhabela, where a crowd stormed a grocery store, while others stoned vehicles.
The police said public order department arrested 10 suspects.
