Two people were arrested in Mayfair for drilling a borehole on Council property in Mayfair on Sunday.
The Johannesburg Metropolitan Police Department (JMPD) Tactical Response Unit, said it acted on a complaint received.
Upon arrival, officers found unauthorized drilling activity at the corner of Church Street and 9th Avenue.
Drilling was on the sidewalk, in front of a row of shops.
The two male suspects were arrested and detained at Johannesburg Central SAPS.
The drilling equipment, including the drill machine, air compressor trailer, and white Isuzu truck, was seized.
Despite the presence of a Wayleave from the Johannesburg Roads Agency (JRA), drilling on Council property without proper authorization is prohibited.
