A vehicle went over the bridge straight into the Swartkops River, near the N2 bridge at around 08:58 am, on Saturday morning.
The Coastal Water Rescue (CWR) squad discovered one person was ejected from the vehicle, but to confirm, swimmers were sent into the water to ensure the vehicle was empty.
Gardmed Ambulance Service attended to the man, while CWR squad members remained on the scene.
Emergency services said once the casualty was stabilised for movement by Gardmed Ambulance Service, the CWR team assisted with carrying the Stokes to the nearest point where the ropes were ready.
Precision Tow-In Services Port Elizabeth recovered the vehicle, out of the river.
