South Africa submitted its Nationally Determined Contribution, this week, to the United Nations Framework for the Convention of Climate Change (UNFCCC). 

Speaking at the Leaders Summit in Brazil, which ended on Friday, the 07th November 2025, Dr Dion George, the Minister of Forestry, Fisheries and the Environment (DAFF), said the plan includes a new mitigation target for 2035, of between 320 and 380 megatons of carbon dioxide.

He said the plan has detailed support needs for finance, technology and capacity building.

George also said SA expects the global goal on adaptation to deliver measurable indicators, as well as finance to implement.

“The Sham el Sheick Work Programme must unlock real investment through blended models. The loss and damage Fund must be capitalised. The Baku to Belem Roadmap must advance $1,3 trillion” said George.

South Africa’s plan is to rollout the renewable energy master plan, its industrialisation to include battery and Green hydrogen, decarbonize steel and aluminium.
