Protesters at a construction site of the new Galeshewe Library in Ward 15, Kimberley, went viral on social media platforms.
The Northern Cape Department of Roads and Public Works said it became aware of the video over the weekend.
In the video, four people who were not appointed through the approved Project Steering Committee (PSC) process repeatedly obstructed access to the site, intimidated project personnel and allegedly damaged construction vehicles and equipment.
Dr Steven Jonkers, Head of the Department of Roads and Public Works, condemned these actions, saying “we will not entertain demands from persons who expect appointments despite failing to follow prescribed processes or meeting the minimum qualifying requirements. We remain committed to ensuring that this library is completed and delivered to the people of Galeshewe, who deserve access to quality public facilities and opportunities for future generations.”
Jonkers also said no unlawful disruptions and intimidation would be tolerated.
The Department said it would liaise with South African Police Service (SAPS) and other relevant law enforcement agencies to investigate allegations of intimidation, vandalism and obstruction of a public construction project, and to ensure that law and order is maintained.
The disruptions resulted in a loss of an estimated three months of productive work on site.
