Only 15% of municipalities achieved clean audits. 

This amounts to 39 out of 257 municipalities received clean audits.

This was detailed in the July 2026 Auditor-General (AG) report released on Monday, the 06th of July.

There were no Metros/ big cities included in the 15%.

Tsakani Maluleke, the Auditor-General (AG) said the period under review, was the 2024-2025 financial year.

She also said results highlight widespread governance failures and severe financial distress.

About 45% of municipalities adopted unfunded budgets, and systemic non-compliance remained entrenched across metropolitan governments.

In response to the AG’s report, Nkululeko Dunga,  Finance MEC in Gauteng, said there is an overall regression of the province’s 11 municipalities. 

Only Midvaal and the West Rand District Municipality achieved clean audits in Gauteng.

The AG is also concerned about the City of Johannesburg’s financial decline and liquidity constraints.
