The Gauteng Government has decided to follow the District Development Model (DDM) of governance.

The DDM one plan will guide turnaround efforts in Gauteng Municipalities.
This emerged at the recently held Gauteng Local Government turnaround summit, held at Misty Hills Hotel and Conference Center in Mogale City, on the 23rd and 24th of October 2024.

There the financial recovery plan of Gauteng Municipalities was discussed.

As a result, an implementation monitoring committee will be established, made up of Corporate Services Executives and Municipal Managers of all Municipalities, to implement decisions of the Summit.

Panyaza Lesufi, Premier of Gauteng, who opened and closed the Summit said Municipalities in Gauteng face serious challenges in governance and service delivery.
He said governance is complicated by coalition arrangements, and financial viability remains a pressing issue.

He outlined priorities for Gauteng, as upgrading aging water, electricity and sewer infrastructure.
Preparing for water shortages, tackling municipal revenue, addressing issues relating to undocumented foreign nationals and business.
Combating high levels of crime, corruption and government property vandalism.
Preventing land invasion and creating opportunity in waste management.
Improving townships, hostels, informal settlements and implementing central revitalization focusing on the Johannesburg CBD.
The repurposing of the Gauteng infrastructure financing agency to support bulk services and infrastructure development.
The modernization of the indigent register.
Tackling climate change and augmenting disaster management.
