Workers of the City of Johannesburg continued to picket at the Newtown Junction Mall, in Johannesburg, on Thursday.
Law enforcement officials were monitoring the situation, close to the protesters.
Gauteng Provincial Joint Organisation Committee (JOC) advised motorists and members of the public to avoid the area and use alternative routes, where possible.
The casual workers are employees of waste management company, Pikitup.
They also held protests at 12 depots in Johannesburg until Thursday.
The gripe between these workers and the City, dates back to April 2016 and pertains to a signed agreement at the CCMA.
A three-week refuse collector strike back in 2013, ended following negotiations.
