A 30-year-old Johannesburg Water employee, a sister entity within the City of Johannesburg, was allegedly caught red-handed in an extortion scheme targeting a resident in Hillbrow on Monday, 22 June 2026.
The suspect was arrested at a residential building on Mitchell Street in Hillbrow during a coordinated sting operation led by the Johannesburg Metropolitan Police Department (JMPD) with the assistance of a community informer.
The operation followed allegations that the suspect was demanding cash from residents under threat of disconnecting essential services.
Charles Tlouane, Acting Chief Executive Officer of City Power, said the employee allegedly demanded R5 000 from the complainant and accepted an initial payment of R1 500 before JMPD officers moved in at the point of exchange and effected the arrest.
During further checks, the suspect was found in possession of both a Johannesburg Water employee identification card and a City Power contractor access card, raising serious concerns about the possible abuse of municipal credentials and cross-entity access for fraudulent purposes.
Tlouane said “this raises serious concerns about infiltration of criminal behaviour within the broader service delivery environment and the misuse of official association to exploit vulnerable residents. It begs the question of how many are they from our sister entities, it’s a disgrace.”
Nombuso Shabalala, Spokesperson of Johannesburg Water, said an internal investigation, revealed the suspect is in fact, not an employee of the local water utility.
“Preliminary findings indicate that the suspect was in possession of an access card issued by a meter reading contractor that last provided services to Johannesburg Water approximately three years ago.”
