Some residents of Tembisa damaged infrastructure and threw rocks in protest, on Monday, at the Molambo Crescent.
They are unhappy about paying a fixed monthly fee of R109 for single phased electricity connections and R200 for three phased ones.
Motorists and residents were urged to avoid the area, when protesters started throwing rocks and the police, rubber bullets.
As a result, four people were arrested.
